if its overhanging onto your property you have the right to chop them back dont you? as long as you return the cutoffs back to the owners but as its council i would ask them if they can trim them as they are supposed to keep them under control (we have trees and stuff round here that council have planted and they regularly trim them back to keep them looking nice)

So, don't worry about people from your past,there's a reason why they didn't make it to your future.
